IX. Amendments Amendments to the Constitution shall be proposed by the National members. Proposals for amendments to the Constitution shall be submitted to the Secretary of the Executive Board at least six months before the next General Conference of CONSAL. The draft text shall be circulated by the Secretary to the National Library Association, or in the absence of such organisation, to the National Library or other duly accredited organisations, at least two months before the General Conference of CONSAL. Such amendments shall be approved by the Executive Board and tabled for information at the General Conference.
